Revisionist History Episode 4 : Carlos doesn't Remember

Malcom Gladwell is introducing the term "Capitalization Rate" which is the percentage of people in any group who are able to reach their potential. America is thought to have a high capitalization rate, where the society provides the same opportunity to all people, but in the podcast we learn that America does not.

When it comes to capitalization, education is the first word that comes out. Education is that important, and everybody agrees that education should be provided equally to all people. So governments and education institutions come up with policies such as giving FAs to students who can't afford to go to school. Actually, giving out FAs is the furthest they can come up with. They believe that their job has been fulfilled and they have achieved capitalization.
But Malcolm Gladwell points out that the fundamental problem cannot be solved just by giving out FAs. He points out first, that there are very few institutions and advocates like Eric Eisner for students like Carlos, and Carlos was just one of the "lucky". The second point in his argument is that it is too late if they start search for talented kids from highschool. Most of the students with potential get lost at poverty, and very little of them survive to have the vigor in academics. They should be targeting younger group of students. Since the poor students start from a more difficult beginning, we need to give them plenty support so they can overcome their backgrounds.

But the problem is that people don't have the passion and will to spend much effort on capitalization. What can we do to help these students? We need more Eric Eisners, who realize the flaws with support nowadays, and are willing to help.
